We had a Lhasa when I was growing up. He had the same condition. It was awful. He was allergic to the grass in the backyard and to fleas. Make sure your dog is flea-free.
At this point, the steroids might be the only option. She is probably miserable and if the steroids will help, by all means make her comfortable. We tried shaving ours, but that didn't help at all. Ours was on steroids too, they didn't have too many side effects, he lived to a good age and was much happier when he wasn't itching.
