My Lhasa apso also had the same symptoms as yours and we tried the battery of allergy tests to no avail. We realized that these symptoms might also be due to flea bites and the vet prescribed a good flea treatment for my dog and has worked wonders! His skin is nice and moist and his bald spots from scratching are gone! He is now on a regular diet and drug free.
