If talking to him and explaining what the reason why yu are concerned doesnt help then I would consider making a kennel area for your dog on the other side of the yard I know its your yard and you shouldnt feel like you should have to make these accomodations since you do own your whole yard and your dog should be able to have free roam of your property however you are going to be neighbors with this guy and if it was me I think I would just try to do everything I could to keep it harmonious a bad relationship with neighbors can be awfully stressful perhaps he has a good reason he prefers not to clip his plant. I would also take information showing him its poisonous and thats why you are concerned, and that your not just trying to get him to do yardwork
