Have you explained to your neighbor why you want them trimmed? Do you have children who come into your yard who could be exposed to these leaves? Check local ordinances to see if it is even legal to allow poisonous plants to hang over your neighbors fence. If your neighbor doesn't listen to your request and is not willing to work with you, trim them yourself so that they do not hang in your yard. If they are hanging in your yard you have the right to trim them (that could depend on where you live to, check your local laws pertaining to this matter). Maybe put up an addition onto your fence, a netting(a big orange net visible to your neighbor while he is sitting relaxing in his yard) to keep his leaves from falling in your yard. Or you could keep your puppy confined while you are not out there and only let him free when you are in the yard. Pick up the leaves and put them back over the fence - my aunt used to have a neighbor who had a plum tree and refused to trim it. As kids we had a lot of fun sitting in the yard throwing almost rotten plums over the fence and hearing them splatter on the cement or fall in the pool. The neighbor trimmed it after about a week of nasty mess in his yard. The ideal situation would be to talk to your neighbor, but if that doesn't work, start tossin'

Good luck and keep an eye on your puppy, I have seen what an oleandor can do to a cow, you don't want to see that happen to your puppy or your children.
