My dog (he is an Australian shepherd / chow mix) was diagnosed with Asthma about 7 years ago. The symptoms start with a slight wheezing and build up to a hack like cough. It sounds as though he is trying to clear his throat. There are a few different drugs we have been prescribed. Prednizone (this works the best but is a steroid and has other long term effects to considered), Amynophlyn, and a doggy form of Benadryl. My vet has prescribed Benadryl daily and when he suffers an acute attack we give him some Prednizone pills.
I live in Los Angeles, so smog and bad air are a big factor.
Ask your vet to look into Asthma treatments for you dog.
