Put one package of shin beef in large pot.
Add just enough water to cover the bottom of pot and the edge of the shin beef (about Two or three cups).
Let simmer for two (2) hours on a low to medium heat, checking about every half hour.
DO NOT throw the water in pot away. After the two (2) hours, add one(1)large can of tomato puree. If too thin,add the second large can of tomato puree with one can of water.
Let simmer for two(2) more hours on low to medium heat. Add a little bit of salt to broth while simmering.
In separate pan bring five (5) quarts of water to boil.
Empty entire 16oz package of elbow macaroni into boiling water and stir. Return to a boil and boil uncovered for Six to Eight minutes. Drain well.
Pour broth over the cooked macaroni and serve.
