ISO: Queen Anne Cake (Chocolate)

I've had a cake at a restaurant called Queen Anne Cake. It was a moist, chocolate 2 layer cake, and the filling and icing was (according to my mom)a traditional boiled icing (I thought it had a cream cheese taste, but I will defer to her). There were tiny chocolate chips on the frosting as well.
Does anyone have a recipe for this?
