This sounds so much like my dog, except for the falling down part. I'm browsing the net & not finding too much on it. I read up on Kennel Cough & he does not seem to have those symptoms.
It's like he gets excited & starts wheezing. He is making snorting sounds when he does this. Most of the time I just pick him up & pet him to calm him down. Some days taking him outside to get a drink of water seems to help too.
