I would tell him to go for a time-out (make sure it is somewhere boring) and tell him to sit there until he can give you a reason why he did what he did. He is just using the "I don't know" as a way not to deal with the consequences. He knows why, you will just have to make the consequence of saying "I don't know" one displeasing enough that he would rather talk to you about the problem. Hope this helps!
