you could always make little "ghost" lollipops-- cover the top of a tootsie pop with a napkin or kleenex tissue, tie it in place(at the base of the candy) with a black or orange ribbon, and mark two eyes and/or a mouth on the face of the "ghost" with black marker. Its very cheap and easy to make, and they come out really cute:)
