In making scrunchies in junior high and high school, a friend of mine gave me the following measurements of fabric and elastic, and they have worked wonderfully for me:

cut a fabric strip that is four inches by 24 inches (this includes seam allowances, but you can make the strip wider or narrower to you tastes.) For a child's scrunchy, you could make the fabric strip as thin as 2 and 1/4 inches wide. If the strip gets thinner than that, it is very difficult to turn the fabric right-side out after sewing the long seam.
Cut a 7 inch piece of 1/2 inch elastic. For children's scrunchies, use 1/4 inch elastic- it's a little easier for a child to get the scrunchy on and off when the elastic is more flexible.

Instead of fabric, one can crochet or knit a tube out of any type of cord, yarn, or ribbon. Making scrunchies is a good way to use up fabiric scraps- I have made a couple patchwork scrunchies, and they look quite pretty.
