blow up balloon-rub vaseline over balloon-do paper mache(flour and water, can add glue) paper strips(newspaper-let dry between layers(overnight) Do about 3-5 layers. After hardened, pop balloon and cut out small slit or hole to put in loot. Paint and decorate with crepe paper, paint, etc. Have Fun!
