No way would I try to restore something like that without professional help! I would contact the university where he got the diploma and see if you can get a reprint of it. If not, I would contact the local library and let them look at it, most can point you in the direction of a 'document restorer'. I do know that the professionals say: If the item is in print, or can be reprinted, it's less costly to reprint rather than try to restore. I'm so sorry about your loss in this document and hope this helps.
